The IAEA implemented an Enterprise Resource Planning (ERP) that leverages Oracle ERP software, known as the IAEA wide Information System for Programme Support (AIPS).
|
The project consolidated 50+ various legacy applications into one Oracle e-Business Suite instance to manage IAEA's procurement, finance and project activities. As in any public sector/ international organizations, budgetary control and spending accountability are maintained at absolute level.
|
During the implementation phase, the Finance Specialist:
- gathered business requirements; validated them with business process owners for sign off
- mapped the requirements to available standard e-Business Suite functionalities
- wrote functional design documents, supervised the development and delivery of custom components
- analyzed cross-functional impacts among Projects, Grants Accounting, Purchasing and Financials modules
- led conference room pilots, managed users acceptance testing, developed and delivered trainings

User Productivity Kit (UPK) Implementation
|

|
The onset of the project foresaw users training using "traditional" Microsoft Office to produce training materials and desk manuals. I convinced the Project Board and Senior Suppliers to adopt UPK. Based on my practical experience in public sector international organizations, I developed a prototype of the desk manuals using UPK.

The outcome after go-live date were on line self-study modules and desk manuals developed in a matter of weeks for approximately 1,000 users.

Trading Community Architecture Mapping
|
|
|
|
R12 assimilates suppliers, customers, banks and parties into trading community architecture. The Oracle implementation partner of AIPS understated the complexity of the Agency's legacy contacts information systems. Approximately 25,000 suppliers and 5,000 banks data had to be enhanced after go-live date. I developed and implemented a combination of automated processes using the seeded APIs and iMacro to complete the data enhancement tasks in a very short time frame.

United Nations Development Programme (UNDP) Business Model
|

|
|
The IAEA funds, monitors and executes technical co-operation projects around the world. The financing activities are in principal federal reimbursables. Due to the fact that some of the projects are in remote areas with very simple to non existent financial institutions, UNDP field offices are mandated to execute procurement to payment activities for these projects. I developed a working business model and set
up Oracle Financials to allow the IAEA execute and monitor inter-organization financial activities with UNDP almost online.

American Express Business Model
|

|
The business model is similar to UNDP, but the services and products are limited to air tickets and car rentals only. Travel related quieries are directly sent to American Express from the IAEA's travel system to obtain quotes. After the travel documents for duty trips, conference and meetings participations are approved, the travel system then sends the batch orders to American Express and Oracle Procure to Pay.
Periodically, consolidated billing from American Express is uploaded into the travel system and Oracle for settlement.

International Public Sector Accounting Standards (IPSAS)

The IAEA is one of the early adopters of IPSAS. 2011 was the first fiscal year closure according to IPSAS using Oracle e-Business Suite. I led the Department of Management - Budget and Finance through the Year End process with successful completion and unqualified audit opinion.

Applications Support Unit
|

|
As core e-Business Suite implementation was completed on budget and on time in January 2011, I was transferred to Applications Support Unit as de facto Team Lead. The tasks included:
- development of Business Model and preparation of Service Level Agreement according to ITIL Service Transition and Operations
- implementation of AssystNET service requests system
- providing level 1, 2 and 3 operational support from incidents monitoring to problem analysis and resolution including managing service requests with Oracle Support
- managing end to end upgrade from R12.1.2 to R12.1.3 including preliminary impact analysis, preparation of test scripts and monitoring, supporting users acceptance testing
- validation of financial regulations, policies and procedures to be executed using Oracle Financials
